3. No use of a Wireless headset or a headset that requires power.
4. No opening the Xbox 360’s disc tray, accessing the Xbox 360’s dashboard, using a memory card, unplugging anything from the TV, Xbox 360, or Astro Mixamp, or touching the power outlets. No moving a TV, Xbox 360, or Astro equipment without a Referee’s permission.
5. No opening or tampering with any part of the Blackbird PC’s.
6. No raising any TV’s volume above the maximum allowed volume.
7. No communication between Players and Spectators during a Match.
8. No excessive use of vulgar language. Excessive use of vulgar language is defined as consistent use of vulgar language at a volume that is audible to Spectators of the Match as well as a single use of vulgar language at a volume that is audible to spectators of another Match.
9. No taunting of opposing Players by Coaches.
10. No standing on chairs, tables, or other tournament equipment.
11. No verbal abuse of Referees and other Tournament Officials. Verbal abuse of a Referee or other Tournament Official includes, but is not limited to, the use of vulgar language directed at a Referee or Tournament Official, the use of insulting words or gestures directed at a Referee or other Tournament Official, and excessive argument with a Referee or Tournament Official resulting in the delay of a Match.
12. No use of vulgar language directed at a Player, Coach, or Spectator.
13. No inciting Spectators into taunting a member(s) of the opposing Team.
14. No excessive taunting or celebration by Coaches or Players. Excessive taunting or celebration includes, but is not limited to, post-Match taunting or celebration directed at or referencing a member(s) of the opposing Team. Post-Match interactions between Players and Coaches of opposing Teams must be limited to acts of sportsmanship.
15. No intentional Forfeiting or conspiring to manipulate Rankings or Brackets.
16. No unsportsmanlike physical contact.
17. No throwing anything at a member of the opposing Team. No throwing objects that could cause injury into the crowd. Players found breaking these rules may be given a Technical Foul or Ejected.
18. Players are expected to treat all MLG Staff members and Sponsors with respect. Players found breaking this rule are subject to penalties such as a MLG Forum Ban, Ejection, the loss of Pro Player benefits, a fine, and suspension from future Pro Circuit Competitions.

Penalties
1. Players found breaking Rules #1-9 will be issued a Warning. If a Player/Coach receives two Warnings, they will be issued a Technical Foul.
2. Players found breaking Rules #10-14 will be issued a Technical Foul. If a Halo 3 or GoW2 Player is penalized with a Technical Foul, the opposing Team will be allowed to Host the next Game that the offending Team was scheduled to Host or give up Host for the next Game that they were scheduled to Host. This penalty, if necessary, will carry from one Match to the next or one Event to the next. If a WoW Player is penalized with a Technical Foul, their Team won’t be able to Redistribute Talent Points at the next designated interval. The loss of the ability to Redistribute Talent Points, if necessary, will carry from one Match to the next or one Event to the next. Coaches receiving a Technical Foul will have their Coach Pass and privileges taken away.
3. Players found breaking Rules #15-16 may be Ejected and their Team may be Disqualified. Teams may not replace a Player/Coach who is Ejected. If a Player is Ejected, but their Team is not Disqualified, the Team may be allowed to continue shorthanded in the Event.
4. Referees may issue a Warning, Technical Foul, or Eject a Player for acts of misconduct not listed above.
5. Players found breaking Rules #11-17 may be subjected to further punishment such as a MLG Forum Ban, loss of Pro Player benefits, fines, and suspension from future Pro Circuit Competitions.

Technical Foul Penalties
1. Technical Fouls will be added up over the course of the 2009 Pro Circuit.
2. One Technical Foul = Warning
3. Two Technical Fouls = 2nd Warning
4. Three Technical Fouls = Loss of MLG Forum posting privileges for 30 Days
5. Four Technical Fouls = Loss of MLG Forum posting privileges for an additional 60 Days
6. Five Technical Fouls = Loss of MLG Forum posting privileges for an additional 120 Days or remainder of calendar year, whichever is longer.
7. Ten Technical Fouls = Suspension for 1 Pro Circuit Competition
8. After ten Technical Fouls, each subsequent Technical Foul will result in a suspension for another Pro Circuit Competition.
9. If necessary, penalties will carry over to the 2010 Pro Circuit.
10. Players who receive 3 Technical Fouls in 1 Halo 3 Match will be given a 1 minute Penalty. After 3 Technical Fouls, each subsequent Technical Foul in the Match will result in another 1 minute penalty. If a Technical Foul, resulting in a 1 minute penalty, occurs during a Game, the Player will be instructed by a Referee to put their controller on the ground as soon as their Character is dead. After 1 minute has passed, the Referee will tell the Player that they are allowed to pick up their controller. If a Technical Foul, resulting in a 1 minute penalty, occurs between Games, the Player will serve the penalty at the beginning of the next Game.
