I think he means like a career type deal. Like Rainbow. You have to earn unlockable stuff. Like weapons, armor, armor color, etc...

Reminds me of Shadowrun where you start with a pistol and have to buy your weapons and technology. the system works for alot of games, but Halo isnt one of them.
