What difference does it make to the average consumer, besides the fact that people can import activision titles or pick them up while in another country?

Im going to guess that its somewhat like SOCOM in the way of finding matches.

For instance, I live in Connecticut. You can search for matches in the northeast then or just east. This obviously prevents some lag.
