I watched that vid and it's actually really good. They really get into specifics about the game as opposed to broad generalizations.
As for the tier lists, I think you're going to see this evolve quite a bit. For example, Sagat is listed in the "God" tier of characters right now. It doesn't mean that he is invincible nor does it mean that he is the only character that will be used at the top levels. It just means that so far, in the limited time that the game has been played, most players have more quickly adapted to Sagats moves, combos, stamina, etc, than any other character. Over time, I think you're going to see that some of the currently labeled "weaker" classes are going to be used situationally against top tier classes. For example, right now, if you played 10 matchups of Sagat Vs. Vega, according to the tier list, Sagat would be predicted to win at least 7 matches. However, that could also be greatly attributed to the fact that vega's combos are much more difficult and his stamina is much weaker. As a result, a player with minimal time to practice with Vega would have a harder time executing moves as opposed to Sagat, whose moves haven't changed all that much since previous games. Now fast forward 2 years into the future. Somewhere in the world, there is going to be a player that just loves playing Vega. They've played Vega all the time and mastered his difficult moves and combos to the point where you can't get much better. Now do that same matchup again with an experienced Sagat player. Will the outcome be the same? WIll it be different? We just don't know. A few things to take into consideration: 1) Tier lists go through most of their evolution in the first 1-2 years of the games release. Once we see this game in the field for a while, I guarantee you'll see some shocking movement in that list. 2) SF4 will have a bigger audience of players than any other game in the series (more total players/consumers buying the game). This equates to a wider array of players experimenting with different characters. As a result, I think over time, Sagat will move from the "God" tier into just a "top tier" character along with several others. I'm not trying to say that *INSERT WEAK CHARACTER HERE* will ever be a viable character for tournament play, I'm just saying it's too early to rule any character out completely.

How is it too early to have an official tier list? SF4 has been out since August. Tier lists always change over time, so an "official tier list" is never final. This tier list comes from Japan and is based on high-level play, published in Tougeki Damashii (focuses on fighting games). Tougeki runs SBO (Super Battle Opera).
Watch good Vipers play and tell me that she isn't godly. It doesn't matter that she has low health if she never gets hit. That's how a good Akuma plays, too. Unfortunately, you're not going to run into these players online or among your friends unless there are tournament-caliber players in your area. El Fuerte isn't a joke. Play against someone that actually knows how to use him. You won't be the one LOLing, unless you're laughing at the way he moves and his voice, in which case, carry on. As you can see, it's better to separate tiers by grades than by relative positions. The highest you see is S+, and the lowest is B. Is a B grade bad? No, not by any means. However, if we used relative positions, B grade would be Bottom Tier, and that sounds worse than it actually is.
